She will submit no longer to any discrimination between Germany and others.” lie added that Hitler’s constructive proposals of March 7 were a substantial proof that Germany really desired the consolidation of peace and co-operation between the peoples. He could not indicate the character and scope of Hitler’s promised new proposals, but they would be inspired by the same spirit. The German reply announces that it will define Germany’s attitude in detail on March 31. Although it does not specifically reiuse to withdraw the troops from the Rhineland, it declares that the White Paper lacks all the presuppositions for successfully reorganising a true and lasting peace. Germany therefore must reject all the provisions calculated again to defame her honour or question her equality. It explains that following her conviction that the FrancoSoviet Pact invalidated the Locarno Treaty Germany decided to restore finally full sovereignty for the entire Reich territory. She had not ordered her troops into the Rhineland for the sake of action, but because they were required to create the preliminary condition under which she would be in a position to join an agreement for a clear and reasonable peace. The Powers cannot reject such a basis for a natural starting point for the future. The evolution of every attempt to base the reorganisation of Europe on the old methods of the hateful division of nations into the privileged and the unprivileged, the respected and the defeated, the commanding and the obedient must result in a new order which would be no improvement on the old. Only treaties accepted willingly by equals can receive lasting and sacred respect.” The reply adds: ‘ For the victor a dictated pact appears to contain a legal tic, but the vanquished will always regard it as illegal oppression.
