League Weakness Discussed by Lords

LONDON, Feb. .19. • Speaking in the House of Lords dehate on the constitution of the League of Nations, Lord Reunell described as •weaknesses the admission to the League, with equal voices, of nations with different social evolution and ethical standards; secondly, the disparity in the distribution of nations which tended to give tho League a predominantly European character; thirdly, tho unrestricted liberty to enter into alliances which might not only be pacts of nonaggression but directly designed to isolate and intimidate other nations. Ho suggested that instead of the Council meeting in Geneva there should be Councils for Europe, Asia, and America, and possibly also for Africa, with a World Court to pronounce on issues for which the regional councils were unable to find a solution. Lord Ponsonby thought this would complicate matters, but agreed that there must be a drastic revision. Lord Peel said ho believed that the League should be reconstituted solely for conciliation. Lord Stanhope, in reference to Lord Rcnnell’s suggestion, said that a great deal of the League’s -work was not political. It would be unfortunate if those matters were dealt with by continents instead of by a world organisation.
