Maurice Dilbrulle, in his presidential address, said the market may he considered sound because it has not suffered any artificial manipulation. There were two disturbing factors influencing prices. Firstly, the policy of certain countries, by preventing the flow ot capital abroad, had involved the suspension of the buying of raw materials, and when the prohibition was lifted buying was resumed on a large scale, thus raising values beyond reasonable levels. Secondly, those countries whoso monetary situation was being attacked were forced in protection of their own interests to convert their credits into goods, thus risking purchases in excess of normal requirements. It was a sign of the times that prices to-day wore not determined by the ordinary economic law of supply and demand, but by other external impediments.
