A carefully-plotted bi-partisan plan t-j have Congress complete its session and adjourn failed late last evening, when, through Parliamentary devices, some insurgents forced a recess until M->nday. A Bill to finance wide-scale home consi ruction aud renovation was ready to be passed, but the recess blocked it.
