New war debt developments, which Administration officials believe will allow Mr Kooscvelt to send to the United States Congress not only a detailed report on debt status, but alspVconerctc suggestions for a general settlement, are expected within the next two weeks. No official' would say what were the cxp oCtCcl developments, but it was indicated that they would form the basis of the Presidential message to Congress. Men familiar with the progress of debt negotiations pointed out, however, that the envoys of 13 nations which have debt installments duo on Juno 15 have hold recent discussions at.' the State Department, among them being the British and French Ambassadors.
