General Goering announces that reliable non-Nazis will co-operato in the organisation of tho elections in order to secure fairness. Votes will be counted publicly, though tho voters will secretly mark the ballots. Forty million persons are entitled to vote, of whom it is expected that 39,000,000 will participate in the plebiscite, 35,000,000 voting in the affirmative.
