DIFFICULTY OF HOLDING A CONFERENCE. United Press Association. —By Electric Telegraph—Copyright. SHANGHAI, Sept. 2,1. After waiting several weeks and failing to secure permission to hold a conference in Shanghai or any other part of China, the Anti-War Group headed by Lord Marley are now awaiting instructions frr Paris in regard to their future movements. Apparently there is no alternative for them hut to return home. Lord Marley, however, avers that he will hold a conference In the Far East, even though it means proceeding to sea hinting that Madame Sun Yat Sen has been offerod a vessel for this purpose.
