It was intimated at Monday's discussions at the conference of the Institute of Pacific Relations that Japan, which with, other countries denies the privileges of coastwise trade to foreign ships, would modify her regulations if other nations would do the same. The Japanese contended it was unfair to infer that Japanese subsidies to shipping gave her an undue advantage over competitors.
