A Statement Contradicted
PEACEABLE INTENT CLAIMED BY JAPS

Dr. Inazo Notibe, chairman of the Japanese delegation at the meeting of tho Instituto of Pacific Relations, in a statement mado on Thursday night regarding a report that Japan and Russia were preparing for war, said: “I uovor made such a statement. I talk peace, not war.”
Professor Yasaka Takiki and Yusuki Taurumi, members of tho delegation, stated explicitly that Japan was not preparing for war and had no intention of proparing. Neither Doctor Nitobo nor they had any knowledge of what Russia was planning. Professor Takalri stated: “Japan’s policy is definitely one of peace.”
