President-Elect and Ambassador

Paving Way for Debt Discussions

SIB RONALD LINDSAY LEAVES FOR ENGLAND

United Press Association—By Electric Telegraph—Copyright. Received Monday, 7 p.m.

WARM SPRINGS, Georgia, Jan. 29. A tentative understanding for the March meetings on -war debts and plans for world-wide economic recovery was reached on Sunday by President-elect Roosevelt and tho British Ambassador, fciir Ronald Lindsay. A Note handed out by Sir Ronald Lindsay as ho departed en route for L.ndon gave the only announcement issued from the two statesmen. The Koto said: “Tho British Ambassador and Mr. Roosevelt had a wholly informal and unofficial but very satisfactory conversation concerning tentativo arrangements for coming mootings in Washington. It is hoped that it will be possible to start thcso meetings early in March.” The fact that tho statement referred fo meetings and not a meeting is interpreted by some hero to mean that Mr. Roosevelt’s desire for separate negotiations on debts and economics etill stands. Sir Ronald Lindsay admitted that great difficulties were facing a final settlement, but added: “Wo are going to make a good effort.” He was extremely reticent regarding details and smilingly parried questions he did not wish to answer such as the report that Mr. Roosevelt had invited iur. Ramsay MacDonald to come to America.

The general feeling is that the conference largely consisted of the formulation of negotiations on procedure. Mr. Roosevelt made no promises and has not abandoned the i-.ea that the debt situation may furnish an opportunity for bargaining. “ Rubbish ! ” Says Ramsay MacDonald LONDON, Jan. 29. “All rubbish” is Mr Ramsay MacDonald’s comment on a Sunday newspaper’s story that Messrs MacDonald and Baldwin were dealing with the Roosevelt debt invitation without consulting Cabinet and that Mr Baldwin might go to Washington again
