A thousand prisoners pardoned in Bulgaria on the occasion of tho birth of tho JCing’s daughter aro begging to return to gaol in preference to destitution in the present icy weather. The weather problem of the shelterless unemployed in Budapest is so acute that tho Government is planning tho issue of thirty million “beggar coins” oi low denomination for payment for small tasks,' specially redeemable in food and sleeping accommodation.
