Kiwitea County

MEETING OF THE COUNCIL The Kiwitea County Council met at Kiinboltoa yestorday, Cr. L. T. McLean (chairman) presiding. There were also present Crs. W. P. Bhaw, J. A. T. Brown, T. D. Wood, W. Hair, F. E. Tappin, F. O. Stack, J. A. Williamson and N. V. Shannon. Correspondence. Tho following correspondence was dealt with:— From the Kaiapoi County Council representing tho case for a reduction in intorcst charges and soliciting support to a movo to tho Government to give effect to the proposal.—Agreed to support. From the Otago Electric Power Board requesting this council’s co-oper-ation in approaching tho Government to introduce a compulsory conversion of local bodies’ loans with a view to obtaining reduced intorest charges.— Agreed to support. From tho Public Works Department advising payment of subsidy on maintenance of main highways amounting to £9OO 19s 7d.—Received. From the Treasury Department requesting particulars of tho amounts held in the land fund account ordinary thirds.—To be supplied.' From the Commissioner of Unemployment forwarding copy of circulars dealing with various matters in connection with unemployment.—Received. From tho Public Works Department forwarding copy of circular with refer* onco to tho maintenance of mam hignways during tho Christmas and Now Year period.—Reoeived. From tho Main Highways Board forwarding copy of main highway construction estimates, 1932-33. Tho only item affecting tho county was a grant of £270 for Jamieson’s bridge on No. 377 highway, the subsidy being at tiie rate of £2 for £l.—Received. Treasurer’s Statement. Tho treasurer reported on tub county finances as follows:—County fund account (debit) £1670 0s Id; employees’ accommodation loan account (credit) £26 9s lid; Haycock’s bridge account (credit) £176 14s lid; Kimbolton cemetery account (credit) £27 3s lOd; land fund account (credit) £249 17s Id; Vinegar Hill bridge loan account (credit) £69 4s 4d; Waituna cemetery account (credit) £l6 I7s lid; Rangiwahia cemetery account (credit) £lB 6s Id. Rate Position. The rato position was reported on as follows:—General rates: Struck £8572 4s 9d, paid £2267 15s lid, outstanding £6304 8s lOd. Special rates: Struck £2635 4s 9d, paid £564 6s Id, outstanding £2070 ISs Bd. • Three years’ arrears outstanding at December 14, £2065 Is 9d. Overseers’ Reports. Tho county overseers reported as follows: Cheltenham riding: All roads in the riding, including main highways, had been kept in good order by the grader plant. The roadman had attended to the usual surface work and cleaning out of watertables. A bridge on tho Beaconsfield Valley road had been improved by renewing tho decking. The contractors completed the contract for tho supply and delivery of maintenance metal on No\ ’bsr 21 in a satisfactory manner. _.ic following quaninties of .maintenance metal were carted out: No. 52 main highway 2021 cubic yards, No. 377 main highway 33 cubic yards, Cheltenham Cross road 171 cubic yards; total 406 - cubic yards. Tho contractors had also delivered 46 cubic yards for parking place at tho Cheltenham hall. The total cost of this work amounted to £6 ss, including spreading. Kiwitea riding: The section of main highway had been kept in order by the grader plant. The contractors delivered 10 cubic yards of maintenance metal on this road and also delivered and spread 117 cubic yards of maintenance metal on tho upper section, of the Beaconsfield Valley road. This road had also been trimmed by the grader plant. The roadman had attonded to tho work of cleaning out watertables and minor repair work. Waituna riding: On the section of attended to the usual maintenance work the main highway the roadman had been engaged in cleaning out watertablcs and attending to road surface repairs. The road had been trimmed by the grader. Tho contractor delivered 100 cubic yards of maintenance metal on the main highway, 26 cubic yards on Fakihikura road and 325 cubic yards on the Kiwitca-Tapuao road, also 125 cubic yards on this roau m the Kimbolton riding. All contracts were completed on December o. Ongo Tiding: The section of the main, highway had been kept in goon order by the grader. During the month tho following additional quantities of maintenance metal were delivered on this section of tho highway:—Ongo riding: Sinclair’s line 54 cubic yards; Waituna bridge 9 cubic yards. Cheltenham Tiding: Sinclair’s line 32 cubic yards; Williamson’s Toad west 15 cuffic yards. Improvements had been carried out in the nature of earth banking, No. 5 scheme labour being utilised.

Williamson’s road west, Wilson’s line and Benson’s lino and a section a* Cheltenham Cross road had been trimmed by the grader. The Waituna cemetery had been cleaned up. Kimbolton riding: Tho roadman had throughout the riding; also assisting with pot-hole repair work in the Kiwitea riding. The work of cleaning up the main street in Kimbolton township had been completed. The main highways had been kept in order by the grader. "With the assistance of some No. 5 relief labour a fair amount of work had been done carting out stripping in Mr. Beard’s pit and preparing metal for carting out.

Peep-o’-Day riding: The roadman had attended to the usual maintenance work throughout the ridiug and assisted with metal carting on tho section of the main highway. On the western section of the -’.ding a fair amount of work had been carried out in the nature of improving and widening sharp bonds on the Pakihikura Toad./ It would be necessary to effect repairs to a timber bridge on this road pi an early date. Pakihikura riding': Tho points on tho Sandon Block and Mangamako roads had been improved. Fifty-five yards of metal were put out on the Mangaroro road and 8 cubic yards on Bryce s hill from tho Rangitikei river depot; also 158 cubic yards of stripping from tho Otava pit. The loose metal on the Otara, mangamako and Ohingaiti-Pem-bertou roads was graded in.

Rangiwahia riding: The unmetalled portion of the Te Para Para road between the end of the present metal and Mr. Pratt’s gate had been formed and would bo metalled at an early date. Accrued “thirds” would be used jot this work. A quantity of screened metal at Bielski’s pit had been got ready for pot-hole repairs on the main highway. Hautapu riding: The following quantities of metal were put out: —Lagoon road 60 cubic yards; Lower Kawhatau 12 cubic yards; main highway 28 cubic yards. On tho main highway an old wooden culvert collapsed and was replaced by cement Metal repairs had been carried out and slips and watortabies attended to. On the Auputa road a set of cement pipes were put in. Slips had been removed and watortabies cleaned out ou all roads and maintenance metal prepared -in the Pourangaki and Cliff pits. Peep-o’-Dny riding: 152 J cubic yards of metal from Here's pit were put out on the weak places on the main highway and the points improved. .
