SOCIALISTS REFUSE TO JOIN HIM United Press Association —By Electric Telegraph—Copyright. Received Wednesday, 9.50 p.m. BERLIN, Nov. 16. Tho German Socialists refused to discuss the situation with von Papen because recently lie described them as enemies of the people, always opposed to all parties. Moreover, it would be the President’s, not the Chancellor's business to negotiate the formation of a new Government. Von Papen’s position generally is considered precarious.
