MESSRS FORBES AND DOWNIE STEWART. Per Press Association. WELLINGTON, Last Night. Although the personnel of the Dominion’s delegation to Ottawa will not be announced for a day or two it is understood the Prime Minister and the Minister of Finance will go. The late arrival of the agenda paper is embarrassing Cabinet in making its final decision.' It is believed, however, that the delegation is already practically decided upon and the selection is merely awaiting formal confirmation,
