Disarmament by Stages

The Disarmament Conference's general committee has accepted the principle of an arms cut by stages, The Russian, Turkish and German delegates pressed, for a single convention settling the disarmament problem once and for all, but the British, Erench, Italians and others supported the resolution that “reduction of armaments can he achieved only by stages and by means of frequent revisions,” which all the delegates eventually accepted. Sir John Simon stressed that it was the first stage which counted, and the first stage should see the fullest possible measure of reduction.
Anglo-American Plan DELEGATES’ EFFORTS AT GENEVA. San Francisco Press Broadcast. GENEVA, April 18. Active measures for joint AngloAmerican co-oporation to evolve a workable disarmament plan were taken to-day. The British delegates to the arms conference made plans for a formal luncheon, probably on. Thursday, at which Secretary of State Henry L. Stimson and Prime Minister Ramsay MacDonald will have an opportunity to work out a plan for immediate arms reduction.
The American proposal set forth here by Hugh Gibson, Ambassador to Belgium, provides for immediate reduction of the world’s armed land forces. This proposal, it was understood, will form the nucleus of the Anglo-American plan.
Aurora of Peace Not Yet Appeared ITALY’S NAVAL BUDGET. San Francisco Press Broadcast. ROME, April IS. Giacomo Medici del Vasccllo, reporting tlio Naval Budget' to tho Chamber of Deputies, said to-day that the aurora of peace had not yet appeared on tho horizon and would not appear until the disarmament question was settled. He presented the Budget committee’s request for approval of tho Naval Budget, which would bo for 1932-33.
