Intimation in London dispatches that, tiic British government is negotiating with tho Dominions in regard to the signing of the optional clause in the statuto of tho Permanent Court of International Justice recalls the fact Canada several months ago announced a desire to adhere to this clause. While the Department of External Affairs declines to make any statement respecting the communications said to have been sent by tho British government, it is understood they have been received. A communication is understood to have been received from tlifi British government with respect to the resumption of trade relations between Britain and Russia, though the department has offered no information on the matter.
