After a most bitter, all night long debate amid the liveliest scenes, the Chamber defeated by 308 votes to 1.02 the Republican amendment rejecting an order of the day relating to the Rhineland Army and deaths from influenza during the recent icy spell. M. Poincare accepted a motion expressing sympathy with the relatives, and promising penalities and safeguards. The Socialist deputy, M. Guernut, asserted that officers were feasting while men wero dying for lack of sanitation and attention. M. Painlevc, Minister of War, undertook the punishment of those responsible for route marches in the terrible weather. Colonel Ticot denied that car drivers perished of cold while waiting for revelling officers. The motion was carried by 324 votes to 244 just as dawn was breaking.
