Meeting of City Fathers There were present at last night’s meeting of the Palmerston b>orth Borough council, the Mayor (Mr. A. J. Graham), Councillors H. J. Canton. D. \V. Low, C. N. Clausen, G. Tremaine, W. Milverton, A. E. Mansford, _J. Hodgens, M. A. Eliott and \\. L. Fitz.herbert. Smoky Chimneys. The medical officer of health wrote •stating that ho had received further complaints as to the nuisance caused by the emission of smoke from the chimney of Messrs Cook’s factory, and requesting the council to take such steps as it was required to do by section 20D. of the Health Act 1920, as would secure the abatement of the nuisance. The Mayor stated that some years ago, a similar complaint was made and Messrs Cook heightened the chimney but apparently it had not been as effective as anticipated. The Mayor added that he had also been complained to about the smoke. Cr. Eliott recommended that Messrs Cook be notified again of the complaint. , Tho Mayor and Cr. Milverton pointed out that probably it would not be long before tho factory was moved away from where it was. The engineer stated that Messrs Cook had been experimenting with a smoko abater but evidently without On the suggestion of Cr. Hodgens, a copy of the health inspector’s letter is to be sent all firms with chimneys belching quantities of smoke. Tour of Highways. Tho Main Highways board advised that members would commence a tour of the West Coast districts on Friday, April 11th and the various stopping places and times of arrival would be advised later. In tho meantime the board would be glad to be notified not later that April 6 of any matters which the council proposed to bring before it during the tour. The Mayor suggested that the question of a subsidy for the renovation of Fitzherbert bridge might be brought before the board and the council concurred. Council Protests. Tho Palmerston North Borough council is lodging a protest against the Board of Trade regulation which requires the payment of 12s 6d for each million cubic feet of gas sold during the year, towards the cost of administering the regulations. Cr. M. A. Eliott intimated that controlling bodies of other small gas undertakings were also entering protests.

A telegram was received from the Auckland Transport board with, reference to tho constitution of the proposed Dominion Transport Advisory board and stating that it appeared that no representation of publicly owned transport undertakings had been provided for. It was resolved to inform tho Auckland Transport board that the council was of the opinion that publicly owned transport undertakings should be represented, and it was also decided to inform the Minister of Transport accordingly. Insurance. A motion moved by Or. M. A. Eliott that the council take over the 1 whole of the insurance risk in respect to its employees, was carried. Cr. Eliott mentioned that about £2500 had now been accumulated in the fund and ho thought the risk was not a very great one. Fifty per cent, of the risk had been successfully taken over in 1921. Cr. Hodgens supported tho motion whole-heartedly but Cr. Mansford said he approved of the principle but would like to see a bigger fund before the whole risk was taken. Crs. Fitzherbert and Milverton were of similar opinion buY Crs Clausen and Tremaine also thought the move a gooa one. . The last-named pointed out that when the council took over half the risk in 1921, it had no reserve fund, whereas now it had £2500.
