President Cosgrave, in a speech at Dublin, declared the revival of Republican activity threatened the whole social fabric. It was a deliberate conspiracy to defeat the ends of justice. The conspirators, failing by threats to intimidate jurors and witnesses, now resorted to murder.

Tho position now is that there exists in Dublin a body of criminals intent on murdering citizens exercising the rights of citizenship. If this conspiracy is not crushed, we will bo faced with a most serious problom. Dublin's intimidation of jurors has been brought to a fine art. Whenever a political prisoner is on trial, a mysterious organisation known as '‘Tho Ghosts” warns the jury by circular not to find the prisoner guilty. Little attention was paid to the warnings till “The Ghosts,” later by circular, made no secret of the fact that they were responsible for seriously wounding a juror named White, because ho was a member of the jury which found a certain political prisoner guilty. Shortly afterwards, Armstrong was similarly murdered. No-body was arrested as a result of either attacks.

Meanwhile, juries continue to be served with warnings, creating a serious situation.
