Moscow is making a bid for the foreign tourist trade, as tourists arriving in groups or “delegations’’ are to be exempt from a variety of taxes to whicli the individual foreign traveller is subject. T.'inv will not have to pay eny fee for registering their passports nor the grad a Fed taxes on bills in restaurants and hotels.
