The Times Rome correspondent states that the Prefect of Rome province has decreed that all persons belonging to other communes who arc habitually unemployed must return, because they endanger public order and morals. Any worker entering Rome must produce a certificate signed by the Podcsta of his native commune, proving that work awaits him.
