President Coolidgo moved to expedite definite foreign action concerning the United States’ conditional acceptance of membership of the World Court. A Note, sent to diplomatic representatives of all Court members, recommended further informal discussion of the problem. Mr. W. F. B. Kellogg, who signed the Note, outlined the Administration’s position and expressed tho opinion that a further formal exchanige of views would lead to agreement on the protection of the United States’ rights and interests as a member of the Court. Tho terms proposed by Court members for the acceptance of tho Senate reservations wero rejected in tho Note, which is interpreted hero as bearing directly upon the mission which is taking Mr. E. Root to Europe reportedly as the informal representative of Mr. Hoover.
