Eighty Salvation Army officers of the rank of colonel and major, representing Britain, presented an address to the High Council, welcoming members from all parts of the world to the first assembly of the Council in the Army’s history. The address concluded: "Wc are glad that, in harmony with the constitution, means will be explored and plans devised by which the Army will immediately enjoy a personal, vigorous leadership, so necessary for the maintenance of its progress throughout the world." It is stated tho address clearly suggests that General Booth should be deposed in the event of the High Council deciding that his illness unfits him for a continuance of his duties and his successor should be chosen.
