Ramsay Steel-Mait-lad, the Minister for Labour, moved in the House of Commons the second reading of the Unemployment Insurance Bill, aiming at a remodelling of the whole system on the lines of the Blanesburgh Commission’3 recommendations.

Ho explained that at present there •'Was a dual scheme. Standard benefit was given as a matter of statutory right, and also extended benefit was given in respect to what the unemployed work* ers had contributed.
