Viscount Cecil, in a statement to the press at Geneva, said that the Preparatory Commission on disarmament had carried out tho chief part of that which it set out to do at the beginning of the session. It had drawn up a scheme for reduction and limitation of armaments. True figures of armaments had yet to be filled in. That would be a task of no little difficulty.

But it was always forseen that that could not be accomplished at this session. The broad outllfao of a scheme had been established; on some points reservations had been made by various countries and on other points alternative texts had been provided. The conclusion of a week’s strenuous work showed that disarmament was a perfectly practical policy.
