SEWERAGE SCHEMES FOR PALMERSTON

To Reticulate Undrained Areas ENGINEER’S REPORT TO COUNCIL A comprehensive report on works necessary for the draining of uaeewered portions of the Borough of Palmerston North was submitted to last night's Council meeting by the Borough engineer (Mr. J. R. Hughes) The report stated: “The originaS scheme for the sewerage of the northwest portion of the Borough provided for a main sewer 21 inch in diameter to bo laid in Kairanga road commencing at Chelwood street, thcnco continued by a 15-inch sewer along Boundary road to Roy street, and by a 12-inch to Vogel street. It was also proposed that a portion of the Wood street sower which is at present laid at a very shallow depth, should bo relaid and a certain measure of relief given to the sewer in Argylo street which owing to the fail of the ground has had to bo laid very close to the surface. I have gone Into suggestions made by several Councillors that in view of the fact that Boundary road only serves one side of tho Borough theopposlte side being in the Conuty the proposed new sewer should be laid through private property in a direct line from. Kairanga road to Wood street. “I hav carefully examined the properties lying between the Kawau and Mangaonc streams, and levels have been taken at regular intervals over tho whole block bounded by Kairanga road, Boundary road, Wood street and Foatherston street.

“The suggestion is a good one, and I recommend it, for the following reasons:—

(a) The sewer will be laid througl the lowest part of the block, thus providing adequate facilities for the drainage of subsequent development. (b) As the proposed sewer follows the line of Clausen street, it will take the place of the sewer for which monies have already been deposited by the owner. (c) Tho proposed sewer will bo about live feet deeper than the existing sower at tho intersection of Clausen and Wood streets, and will provide adequate outlet from Argyle street, thus preventing the backing up of the sewerage In this street. (d) Under the orinigal proposal, it would have been necessary to make special provision for tho carrying of the sewer over two crossings of tho Mangaone stream one in Kairanga road and one In Boundary road. With these two bridges in their present state, it would be extremely difficult as well as costly to have carried out this work, thus by adopting tho new line one of thcao crossings will not be required.

"In the ordinary course Of events the property-owner through which 1 the sower passes would have to provide sewers at his own expense when the property is roaded. An agreement would therefore have to bo entered into with these owners, Whereby they would contribute a sum of money equivalent to the amount they would have to pay for sewers constructed by them. Paymort of this contribution to bo made before tho proposed streets arc taken over by the Council. In addition to the above there will be the contribution from I the Railway Department should it decide to avail itself of the opportunity of connecting up the sewerage of the Milson settlement with our new sewer at Roy street, "When the Boundary road sewer is laid as far as Roy street, facilities will be provided for the sewering of Rongopai, Konlni, Matipo streets, and a new street now being constructed by Mr. Havill. The necessary monies having already been deposited by tho property-owners for sewering a total length of 44 chains, with exception of Mr. Havill's street. "The sowers which I recommend should bo provided for In tho loan proposal of £15,000 are ns follows; — 21 in. dia. sewer, Kairanga road (Chclwood street to a point opposite the centre of section 37); 15ln. dia, sewer, through sections 37, 28 and 20; 15in. dia. sewer, in Clausen street; 15in. dia. sewer, Wood street (Clausen street to Boundary road); 15in. dia. sewer, Boundary road (Wood street to Roy street); 121 n. dia. sewer, Boundary road (Roy street to Ruahino street); 12in. dia. sewer, Featherston street West (Kingswood street to Kairanga road): 9in. dia. sewer, at north end of Rangitikel street, north Roy. Herotaunga and Ruahine streets; Din. dia. sewer, main street Fast (Railway crossing to Karina terrace). “In addition to the above, sewers in tho following streets could be provided for by an additional expenditure of £IO,OOO or a total loan of £25.000: Isin. dia. sewer, Kairanga road (section 37 to Boundary road); 12in. dia. sower, Boundary road (Ruahine street to Vogel street); Din. dia. sewer, Vogel street (Boundary road to Rata street); Din. dia. sewer, Scandia street; Din. dia. sewer, Boundary road (Kairanga road to Wood street): Din. dia. sewer, Jickcll street; Din. dia. sewer, Manawatu street (portion only); fiin. dia. sewer. Main street East (Karina terrace to Vogel street). The estimated cost of tho above proposals, including first year’s interest and conthigcnic.es, was respectively £14,993 and £24,728.”
