KAIRANGA COUNTY COUNCIL

MONTTOGY MEETISC. The monthly meeting of the Kairaiijsi County Council was held yesterday, when Cr. Jos. Batchelar occupied tho chair. Other members present were: Crs. P. J. Small, \V. It, Hppcroft, M. A. Moody, It. A. Mercer, .T. A. Chectham. I'. .T. Mildon, J. Collis and C. Anderson. Correspondence. Tho Health Inspector (Mr J. W. Huggins) reported that all public bails in the county had boon inspected: one was satisfactory and (lid remainder had been given notice to make certain improvements before tho licenses would bo renewed. J All offensive trades had also been visited. Cr. .Small stated that though the by-laws required up-to-date sanitary arrangements, ho personally thought, that it was being a little overdone, as it seemed hardly necessary to have conditions more than sufficient for a city dr private residence. With regard to the Kairanga Hall. the committee had an estimate of in:!, and this was as much os the revenue for tho next ten years. As nothing could bo done in tho matter the report was simply received. The Minister of Internal Affairs forwarded a copy of tho Townplanning Act. .1926, and pointed out that with a few exceptions tho Act came into force on January 1 next. Mr R. B. Hammond had been appointed Director of Town-planning. As all boroughs and town districts are required to prepare a scheme by January 1. IflßO. immediate steps are to be taken to prepare regulations and draft model clauses in connection with town-planning schemes, and it was hoped these would be issued early next year.— Received. The Public Works Department advised- that in future when a road had been constructed or repaired by the Government, the department's intention to cease controlling or maintaining such road would bo notified by letter in lieu of issuing an .Order-in-Council. The department. from tho date, of such letter, ceased to bo responsible in any way for the control or maintenance. Cr. Small: Under this scheme they will simply hand you over tho streets of Milson suburb and give you a note: "Tho roads arc now you rs.” The Manawatu Drainage Board wrote (hut the substitution of pipes for tbe bridge on the P-unnythorpc-Kairanga road, near Messrs Cowen and .1 .initiator's properties, had been of no benefit to tho settlers, and considered it necessary to place in a culvert of sufficient size to take away tho water. “That's Ihe next .job on the list,” slated tiio engineer. The Oroiui County Council wrote

I'Ogrardingr the Aorangi bridge, advising that it would bo necessary to apply for a commission and for this purpose the taking of a tally would bo required. It was suggested that the cost of this be borne by the contributing bodies.-—lt was decided to fail in line with the other bodies. The Palmerston North Borough Council wrote advising that it was unable to see its way to contribute half (he cost of erecting a light at Ibe corner of Montreal street and .Milsnn's lino. Ci'. Anderson: I move we abandon the matter. The light was purely for the benefit of the bus users, and we should cut it out. altogether. The suggestion met with approval. A request that the council erect, a few yards of concrete wall in the drain adjoining liis boundary fencing facing .lames' line, was made by H. H. McKonzic, of Whakarongo. The writer pointed out that this would prevent further damage being done to his land, which lately had been menaced by water. — Left; in the hands of engineer to prepare an estimate of the cost. Stockyard T’ces Discussed. The Man.iiwain ann West Coast l.ive- Stock Auctioneers’ Association wrote protesting against the charge of £3 3s on all saleyards in the county. The Association explained that the stock industry was in a parlous condition and ouing to the fall in values of stock it was quite impossible to get any return for the work down. The yards were established purely for the convenience of small farmers, and if the fees imposed were insisted upon, the Association would either have to close down the yards or pass on the charge to the farmers. This would be done most unwillingly, for the farming industry was suffering materially at present from the fall In values of produce. The yards were mostly established at a considerable distance from any habitations and ■should not require an inspection, for many of them were only used once in every two or three months. In the opinion of the Association, the Itungiotu and Linton yards should be exempt or a limit of 10s 6d fixed. The Palmerston North yard had fallen from its high estate, and the yardings of stock were very trivial, and the Association considered. a fee) of £t Is would be ample. Application would Do made in duo course to the next Conference of Counties to have the fees limited to reasonable amount."., but in the meantime the Council was asked to see its way to make the reductions suggest i'd. The chairman staled that Hie Linton' yards had been dismantled, while Itangiotn held a sale about once a. fortnight. (,'r. Small thought that owing to the price of slock the council should waive the matter for the time bo-’ mg. "Leave, the tiling dormant until the end of the financial year." he ad \ ised. As the fees had been paid for this year it was decided to advise the

Association that the council would reconsider the matter next year. General. The Awapuni ranger reported having impounded 114 head of wandering stock while 02 head of slock was found rambling in tho Eilzhcrbert riding. Mr W. H. Southie waited on the mooting with a request that ho bo allowed to pay a lump sum per year for metal from (he Council's pit in place of the usual payment of a royalty.—H was decided to adhero to till- old order ol tilings.
