Foreign Press comment on Japan’s despatch of troops to Manchuria i while generally regarded as sympathetic, has somewhat astonished official circles by describing the Japanese movement to protect nonChinese residents as the occupation of Mukden. Baron Debuchi, viceminister of Foreign Affairs, on being interviewed, said he considered this could hardly be said to convey the true meaning and purpose of the action of Japan, who in bringing up her garrison to the normal strength of eight thousand men, aimed, in the event of hostilities near the railway zone t to check fighting within a six mile area (that zone as laid down In her first Note of warning to Chinese generals) and to protect the lives and property of foreign residents in that territory. HEAVY FIGHTING EXPECTED. PEKIN, December 21. General Feng Yu-hslang Is strongly reinforcing Kuo Min-chun’s army at Pe-itsang. It is reported that General Chang Tsung-yang sent a column lo assist Li Ching-lin, and heavy iting is expected shortly after the cold weather has passed. Kuo Bungling is advancing on -the Fingtein army, which is falling back on Tientsin, and is now completely isolated telegraphically. As the result of a mass meeting at Hankow, Chinese representatives wired to Toshizawa, at Pekin, protesting at the dispatch of Japanese troops to Manchuria, Chinese stud - ents in Japan likewise protested to tue Foreign Office. A Japanese report states that a Russian steamer has landed seven hundred cases of rifles at Canton.
