CHILLY RECEPTION
FOR; FRENCH FINANCIAL SCHEME. [By Electric Cable—Copyright.] [Aust. £.xl N.Z. Cable Association.] (Received Thursday 7.45 p.m.) PARIS, December 2. The gravity of the situation and the desire of the Government to face its immediate difficulties without delay were emphasised by a Ministerial declaration read in Parliament. It continues: "The Government has decided immediately to vote measures to enable it to avoid recourse to the consolidation of any portion of the National debt. It will ask Parliament for temporary faculties, limited to the Treasury's absolute needs. Definite revenues for an Independent sinking fund will be drawn from all forms of acquired wealth in such a way as to avoid prejudicing the country’s productivity. An understanding with Allied creditors is necessary to effect financial reconstruction.” The Ministerial declaration in the Chamber was read by M. Briand who hurried from London. The House agreed to a postponement of interpellations to allow an immediate debate on M. Louchcur’s proposals. The latter were submitted amid murmurs of disapproval, wTuch later died down to an icy silence.
