The Government has now ordered the dismissal of the Military Governor of Shantung, where the outrages occurred. The communication agrees in principle to the supplementary indemnities asked by the Powers, but declares the Government cannot commit itself to a scheme of railway police, and expresses appreciation of the diplomats' readiness to collaborate in suppresssion of banditry. ' An unconfirmed report from Honan states that the troops defeated the notorious bandit chief Fan the Terrible, after a three days' battle, and rescued Misses Darroch and Sharp, who were captured by the bandits last month.
