Cable Association.] (Received Thursday, 8 p.m.) ' BERLIN, Sept. 6, Herr Sttesemann, in "Die Zeit," in discussing the question of Germany joining the League of Nations, says: "It is obvious that when incidents of real importance arise, the League is simply ignored, and that, as a matter ol fact, force continues the dctermintive factor. Germany can hardly be expected to desire to sell herself body and soul tp such a torso.' Let us wait and see, in the present conflict, if the League really is an impotent creation, or a body with influence and power. If the League proves a toy the nations will revert to * ne principle of 'might is right.' In that case several clauses of the Treaty of Versailles must be ruled out'. Germany will then be faced with the necessity of demanding the right ro i arm herself to an extent corresponding ! with her size."
