FOXTON NOTES.

FOXTON BOROUGH COUNCIL. The monthly meeting of the Foxton Borough Council was held in the Council Chambers on Monday evening, July 9. Present: Messrs. J. Chrystall (Mayor), Crs. Adams, Bryant, McMurray, Smith, Parkins, Thorpe, Walker and Ross. An apo.ogy for absence was received from Cr. Coley. Before confirming the minutes, Cr. Ross raised the point of order that the special meeting acalled was not a legal meeting, as according to the Act two clear days' notice of any such meeting should be given. Further more they could not confirm the minutes of this special meeting until twenty-one days afterwards. The minutes of the special meeting were held in abeyance. In discussing the gas manager's report, it was decided to reduce the price of coke to 37/G per ton or 2/per sack. By invitation Mr Huggins, health inspector, was present to confer about the sewerage by-laws. Mr Roy, the newly appointed plumber to the Council, was a.so present. The Mayor thanked Mr Huggins for coming down on such a cold night, and asked him whether he could make any suggestions in regard to revising the by-laws so as to make connections cheaper, and at the same time thoroughly efficient. Mr Huggins dealt with the suggestions made by Mr Potts, and said some wore quite reasonable, and he would endorse same. Mr Roy was u.so asked his opinion, and he said that Buchan traps and other items could be cut out, saving roughly over £-1 per connection, and these suggestions would comply with up-to-date sewage schemes; and was now adopted by all the latest authorities. In reply to the Mayor Mr Huggins said that lie approved of these suggestions, and that he had always advocated cutting out Buchan traps. Christchurch and other towns had done this. The Mayor said in ustice to Council the by-laws were supposed to be model by-laws. Mr Hug-gins: Yes, some ages ago. The Mayor said the Health Department passed these by-laws. Mr Hugigns: Yes, But you never asked the Health Department for ad. vice, but got your by-laws printed. Cr. McMurray said (hat as lie had already given notice of motion that the drainage by-laws be revised, he moved as follows: "That the Council pending a revision of the drainage by-laws lays it down as a principle that the installation of Buchan traps and main vents bo made mandatory subject to Mr Huggins' (health inspector) approval in each case, and that, he and Mr Roy be asked to confer re amending by-laws and submit draft by-laws to the next meeting." This was seconded by Cr. Adams and carried unanimously. The tender of Mr S. .T. Thompson of £l4 5/- for the windmill, tanks, and stand in Avenue Road was accepted.

Night Watchman.—-It was decided

to contribute i 0/- per week, if area watched be confined to No. 1 area. Cr. Smith asked for information re Town Clerk's salary, and on receiving same, asked leave to withdraw his notice of motion re increasing salary by £2O per anum. The Town Clerk wrote in regard to his snlary as he was absent when the matter was discussed at the last meeting. He said lie would like to lie relieved of the management of tho Town Hall, and he would also relinquish a fire insurance agency, if the Council would make his salary £365 and pay the assistant. The matter of ( office salaries was well thrashed out, motions and amendments being proposed and withdrawn, Cr. Smith's proposal: "That the Town Clerk's salary be £365 per annum, and the tisistant's £7l 10/- per annum, that tho Town Clerk relinquish tho fire agency and that the office staff attend to all the acttivities of the Borough," was seconded by Cr. Walker and carried. The matter of Easto/i Park, and replies to Mr A. S. East on and the Beautifying Society wei/i left until next meeting of the Council. It was decided to call tenders for office furniture, etc., for the new Council Chambers. PLUNKET SOCIETY. The monthly meeting of the above was held at the rooms on Monday. Present: Mesdamcs Austin (president) A. Ross.Hymes, Trueman, Christie, Chrystall, Wyllie, Owen, McDonald, Walton and McMurray (hon. secretary). Apologies for absence were received from Mesdames F. Robinson, Cowley, Pearson and Mrs Ensign Huston. Nurses' report.—Visits to Foxton 5; adults to office 30, babies 34; total, fit; visits to homes 7, new cases 3, letters posted 3,3 J lbs. of emulsion were given to mothers, collection box 2/10. Leave of absence for six months was granted to the president, who is taking a trip to the East. Mrs F. Robinson was appointed to act as president during Mrs Austin's absence. A vole of thanks to the chairwoman and good wishes for a pleasant tvoyage, and a safe return was carried unanimously. Mrs Chrystall was appointed flower steward for tho month.
