MOW RULES OFFICERS AND FIXTURES. (Per Press Association.) WELLINGTON, Last Night. The Trotting Conference, which opened to-day, decided that clubs should for each meeting- appoint, a judical committee. It was reported that the present stipendiary steward system was an undoubted success. Discussion took place on a motion by the Timaru Trotting- Club that where a rider or driver ia engaged to ride or drive in any race, who is not the trainer of a horse in such race, he shall not lie permitted to start unless the amount of his minimum fees, as tor a losing- mount in the race, lias been previously deposited with the secretary or clerk of the scales, or other otheial appointed by the stewards for that purpose. This was carried, with the following amendment added: "If he wins, the balance of his fe 0 shall be deducted from the stake otherwise payable to the owner, and shall be paid to the rider or driver, and the club shall be responsible to the rider or driver for his minimum fee under the rules."

A motion from the Canterbury Park Trotting Club that no whip shall be allowed to lie used containing- any metallic substance, and any person found guilty of using 3ucli a whip shall b c fined not less than £2, or disqualified for any period the stewards or committee may think lit, was lost. A motion from the Wellington Trotting Club, proposed by Mr. J. Sharp and seconded by Mr. B. S. Irwin, that in all handicap races the. handicap shall lie made on the yards system, was carried by ] 5 votes to 7 on a show of hands.

It was decided that in small handicaps, the handicapper shall frame such handicap so that 12yds Shali equal one second, and 6yds shall equal half a second. Other resolutions presented by the Gore Trotting Club, by the vice-pre-sident of the Conference and by the New Zealand Trotting Association, were carried. The following officers were elected for ensuing year: President, Mr. 11. F. Nicoll; vice-president, Mr. .1. Kowe; executive, Messrs. J-I. R. MacKcnzie, B. S. Irwin, C. M. Ollivier. The executive was appointed to act as a dates committee. It was decided that tlie next Conference should be held at Wellington and the dale, is to bc arranged.
