NEW ADVANCES DISCUSSED. PLEA FOR ENCOURAGEMENT OF LOCAL SCHEMES. BETTER SUPERVISION. (From our Parliamentary Reporter.) WELLINGTON, Last Night. The debate on the second reading of the State Advances Bill was resumed in the House to-day, but it was interrupted by the dinner adjournment. All the speakers, and there were, many, approved of the Bill, but several, particularly Mr. Rolleston (Timaru) urged that more encouragement should be given local bodies to prosecute housing schemes. It was contended that local bodies were better able to exercise supervision than one Government Department, which, concentrated at Wellington, would have lo deal with thousands of applications and thus could not. deal with them promptly, or give proper regard to the order of preference.
