REPARATIONS.
QUESTION OF TIME. FRANCE WON'T OPPOSE MORATORIUM. [By Electric Cable—Copyright! lAuct. and N.Z Cah!«» Association.] LONDON, October 17. The "Daily Mail's" Paris correspondent states that a striking change in the French official reparation policy may be expected shortly. The Government has decided that considerable delay must be granted Germany before the payment in raw materials as well as cash can begin. The correspondent has been informed privately that the Government will not oppose the moratorium being extended till 19 24 or even longer. Financial circles believe that loans on short term bonds could be floated to get the reparation costs, provided Germany countersigned, promising payment in five years.
