Tho Secretary for Labour, MiDavis has asked the State Department'to make representations to Britain against the Cunard Steamship Company for what he terms "the bold, and I believe knowing attempt on the part of the company to violate the immigration laws, either because of the paltry profits to be gained thereby, or to discredit our immigration policy." Mr Davis has also ordered fines to be sought against the company to the limit of the law. The circumstances arise from the arrival of the liner Aquitania with 300 Hungarian immigrants notwithstanding the fact that all steamship lines have been informed that tho Hungarian quota is already exhausted up to July, 1922. Mr Davis has also asked Mr Dougherty's legal opinion as to what action can be taken in "the appalling situation which has arisen through steamship companies' reckless disregard of the law." The immigration authorities have been in constant controversy with the companies practically ever since the inauguration of the immigration law. _____ Lion of China as well as her unification; third, the acceptance of an international consortium with participation by a Chinese banking group which may advance a loan to purchase the Shantung/railway; fourth, the adoption of policies calculated to strengthen the hands of the delegates, with which may be coupled necessity of placing their finances in better condition. The police broke up a proposed demonstration against America by the Young Men's League before the American Embassy against the naval decisions reached at Wash : ngton, the organisation having met previously and adopted resolutions against the five, five, three formula. Pamphlets were distributed entitled "Punish America." Several newspapers make violent protests against America's retention of the warships Maryland, Washington and Colorado. Tlk> "Asahi Shimbun" states that the Washington Conference has prepared for war not for peace, while the "Yorodzu Choho" declares that to accept the ratio is detrimental to Japan. CONCILIATORY INSTRUCTIONS. PARIS, December 19. The "Matin" asserts that the French delegates at Washington have been instructed to be conciliatory in the matter of big ships. The paper adds: "France stands firm on the submarine defensive." '
