LICENSING QUESTION.

The Prime Minister stated in tins House of Representatives yesterdas that it was not proposed to introduce licensing legislation during the present session. He was prepared, however. to sot up a committee this session to go Into the whole question, and to report to the House. There is a general feeling in the Dominion that the Licensing Act, as it at present a.ppears upon the Statute Book, is in need of revision. The direction in which this revision shall take place, is for Parliament itself to determine. The setting up of a committee may assist the Government to arrive at a basis upon which legislation should bo framed. It would have been more consistent with the idea of representative Government had Cabinet undertaken the responsibility of preparing its own policy on the licensing question. Under existing conditions, how. ever, the people have to be satisfied with a system of government by commission. These arc days of jpolitics, aud not of statesmanship.
