SHIPPING MOVEMENTS.
The Tarawera, from New Zealand, arrived at Sydney at 6 p.m. yesterday. reach the conclusion that the proposals afford a basis for discussion acceptable to the Allies, and states that those proposals cannot be entertained.
FRENCH MOBILISATION.
PARIS, May 3. The mobilisation of the 'l9lO class commenced yesterday. The 'Petit Parisian" states that when mobilisation is completed there will be 400,000 under arms, commanded by General Degoutte. A private member is introducing a bill guaranteeing soldiers the right to their present employment, after demobilisation.
THE FINANCIAL TERMS.
LONDON, May 3
The conference has completed the financial clauses of the new terms to Germany. Marshals Foch and Wilson, Admiral Beatty, and other naval and military experts conferred yesterday regarding the measures to be taken in the event of Germany proving recalcitrant, and apparently the occupation of the Ruhr Valley was approved. The bonds will run for 37 years. Provision has been made for otic per cent, sinking- fund, and where the bonds are redeemed the interest, oh them will continue to be paid into a& additional sinking fund. The annuities under the present, scheme have the advantage of not imposing on Germany as great a burden as the variable aimuties proposed under the Paris and Boulogne schemes. While getting what Germany is able to pay. the new plan has due regard to German industries, whereon the payments depend. The sanctions' guarantees have not yet been announced, but they are framed to obtain greater security while granting a mimimum amount of disturbance and interference with the, normal carrying on of German industry and administration. The appointment of a ReceiverGeneral was not pressed.
