The report of the Commission •which is investigating the violations of international law, states that Captain Fryatt's court-martial was conducted without any infraction of law, but his unnecessarily speedy execution was to be regretted. They find that Captain Fryatt was a Franc tireur. The German Government never accepted the Anglo-American view regarding defence by and the arming of merchant ships. The charges regarding the Wittenberg Camp were absolutelv unjustifiable.
