Problems To Be Faced. HOOVER ADVOCATES FIRM HAND. [By Electric Cable—Copyright.] [Aust. and N.Z. Cable Association.] PARIS, August 23.^ Mr Hoover has returned from Silesia. He states that Eastern Europe is snSiciently supplied with coal, and is even able to send supplies to relieve the crisis in the w 7 est. It has been decided to send a mission to Poland and Upper Silesia to investigate, with a view to intensifying production. Mr Hoover has urged the Conference to compel the Archduke Joseph to sign, declaring that the coup d’etat nas given a great stimulus to Bolshevikism. The Conference has accepted his advice and drafted a telegram to the interAllied Mission, instructing it accordingly, but has decided to defer the despatch for 24 hours. Mr Hoover also has censured Rumania’s attitude. Ho declared that her professions of readiness to comply with the Council’s demands wore insincere. She persisted in removing food and instigated the Archduke Joseph’s accession to office. Mr Hoover suggested that the Council should place a guard on the frontier, and prevent the removal of food from Hungary. The Council is averse to such a drastic measure, but may acquiesce.
