For the purpose of indicating to our readers what tho proposals of Bir Josepli Ward amount to we outline below some of the things which lie proposes New Zealand should do, and our conception of what they would bo likely to cost this country. Others deal with now commitments, ethers with liabilities in connection with new undertakings which would be recurrent from year to year. The estimate is, of course, purely arbitrary, and may be under or overstated. In any case it amounts to a very large order and will take a great amount of ingenuity to justify.
