THIRTY-NINE MILLIONS!

For the purpose of indicating to our readers what tho proposals of Bir Josepli Ward amount to we outline below some of the things which lie proposes New Zealand should do, and our conception of what they would bo likely to cost this country. Some of the figures are supplied by the Minister himself. The others are approximate. From this it will bo seen that, on a conservative estimate, the electors arc cheerfully asked to endorse a programme involving a staggeringfinancial liability. Borne of the figures, it will be noted, embrace undertakings already authorised but which it is suggested should be extended. Others deal with now commitments, ethers with liabilities in connection with new undertakings which would be recurrent from year to year. The estimate is, of course, purely arbitrary, and may be under or overstated. In any case it amounts to a very large order and will take a great amount of ingenuity to justify.
