The New York "Times’ " Washington correspondent states that Mr Daniclls has recommended to Congress that tho three-year naval programme bo abandoned. Mr Daniclls said that since the United States had initiated the League of Nations it should show its faith in tho covenant by stopping naval construction until the League met and decided the future armament of the nations. Other countries, including England, had practically abandoned all naval construction since the armistice. Mr Daniclls said, however, that the United States’ 1916 programme, which still called for the construction of ton capital ships, should be completed, nml asked for appropriations of 45,000.000d0l for the development of naval and air service.
