There is much going and coming of German officers and spies, and the newspapers insist that the Kaiser's so-called abdication is mere bluff. The prospect of the Kaiser's return to Germany are being seriously discussed, and there are some signs that the Moderates fearing Bolshevism are endeavouring to mako him acceptable to the army.
