MR HUGHES WANTS TO REMOVE PRIVY COUNCIL. (Received Friday, 1.30 a.m.) LONDON, July 17. Tlio Imperial Conference discussed JMx Hughes’s resolution creating a new Imperial Court of Appeal to replace the Privy Council. In a lengthy argument, Mr Hughes outlined his project, which includes the appointment of a Dominions representative. The Conference, including the Lord Chancellor, generally concurred in the logic of his arguments for a change, New Zealand on the whole heartily supported Mr Hughes. Strong opposition developed on the grounds of practicability, the Lord Chancellor* and others urging that the drastic changes would require an upheaval in the methods of procedure, which was undesirable. The discussion was adjourned.
