The Commissioners have resolved to break off negotiations with the Ukraine Rada owing to the Rada’s failure to reply to the question as to whether they would cease to support the Kalodinites. The Commissioners declare that the Rada is solely responsible for the continuance of civil war.
RUMANIAN MINISTER’S ARREST.

Diamandi, the Rumanian Minister, was attending a New Year’s dinner when the police arrived. Diamandi was immediately taken to the fortress prison of St. Peter and St. Paul. No charge was formulated. The real reason is that, the Rumanians have thrown in their lot with the Southern Union. Diamandi is well known for his Socialist sympathies. The secretary of the Rumanian Legation at Berlin has been forced to resign owing to pressure from the Germans.
