The Commissioners have resolved to break off negotiations with the Ukraine Rada owing to the Rada’s failure to reply to the question as to whether they would cease to support the Kalodinites. The Commissioners declare that the Rada is solely responsible for the continuance of civil war.

Diamandi, the Rumanian Minister, was attending a New Year’s dinner when the police arrived. Diamandi was immediately taken to the fortress prison of St. Peter and St. Paul. No charge was formulated.
