(Router Telegram.) LONDON, Sept. 22. - Amsterdam's Reuter's representative says that a Munich committee has issued a proclamation, which says:— "England created an army of millions. She has cut us off from the sea. She helped Russia to raise gigantic armies. She will continue until we arc exhausted. She is determined to destroy us. Down with England. We can conquer her on the sea.''.

The '' Strassburger Post. '' referring to the battle on the Somme front, says that the war is no longer a joyful matter. "The battle will onlycease," it adds, "when the Allied forces are short of munitions, an eventuality that is' not at all likely." The Copenhagen representative of Reuter's says that the " Wilhelmshaven Gazette" expresses alarm at tne increase in sanguinary encounters between tbe military and civilians in Germany, which, it says, are apparently organised. The newspaper adds that several such fights occurred last week, and another on Sunday, when civilians killed several marines and evaded arrest. No reason is given for the disturbances, which were probably due to the food scarcity.

Bcuter's Copenhagen representative says that there have been serious food riots at Kassel, in Germany, many people being wounded. An Amsterdam telegram from-Ger-man headquarters says that the " Frankfurter Zeitung'' remarks that tho severe and rainy weather which has set in permits the expeetation of some relief by impeding the most harassing aerial activity of the Britib_ and French.
