DECLARATION BY BOTHA. Received 12.30 a.m. JOHANNESBURG, Sept. 28. At Kronstad Botha had a lively election meeting. He emphatically declared that if anybody in the next Parliament attempted to introduce a Bill to commandeer men fo£ Europe his Government if in office would strongly oppose it.
