SPECULATORS THREATENED. LONDON, Oet. 4. The Secretary of the Central Agricultural Bureau states t*at it is an open secret that if wheat seriously rises Government will «ommandeer that and other foodstuffs and fix prices. NORWEGIAN STEAMER MINED. Sixteen survivors of the Norwegian steamer Tromsoe have arrived. She was wrecked by a mine and several were drowned.
MINE-LAYING.

Commenting upon minr-laying the Times' naval correspondent says: — "This does not in the least prevent our fleets from making periodical swoops through the Norta Sea or appearing in Heligoland Bight. While the theatre of war is limiled there is 6till a large portion wherein the fleets can operate. The German submarines cannot see under water and their activities should be considerably curtailed by the mines. ANOTHERMINE VICTIM. LONDON, Oct. 5. A mine sank the Dutch steamer Niewuland in the North Sea. The crew were saved.
