Dr. Dillon, the Daily Telegraph's correspondent, says want of tact on the part of the Dutch Major, Sleys, \v;is largely responsible for the crisis :it Durazzo. The King was not informed by Cabinet of the measures prepared against Essad, who strongly mistrusted Sleys. The latter quitted Albania. The Dutch expected to crush the rising with the aid of the Malissori, but were disappointed. The King was alarmed by the accounts that thousands of fanatical Moslems were at the city's gate, and fled. Officials of foreign Powers shared in the panic in good faith.
