DICTATOR YUAN. By Electric Telegragh—Press Association —Copyright. (Times. —Sydney Sun service.) PEKING, May 26. Yuan Shih Kai issued a mandate restoring the old system of provincial administration which gives him control of the civil and military powers throughout the whole of the provinces. This practically makes him Dictator of China. Vice-Admiral Jerram, in charge of the China station, in conjunction with the Chinese authorities, has formulated a co-operative scheme for the suppression of piracy in Canton waters.
A KEW ADVISORY COUNCIL. Received 12.5 a.m. PEKING, May 28. A new Advisory Council, consisting of seventy members, lias been appointed under the presidency of Wang Tali Si eh, ex-Minister for Education. The Council comprises the ablest and most experienced men in China. The majority were in service during the Munch u regime.
